IL SB3283

Amends the Children and Family Services Act to include "fictive kin" (unrelated individuals with close personal or emotional ties to a child or family) as eligible relatives for child placement.

Fictive kin must apply for foster family home licensure within 6 months of a child's placement and cannot be removed from the home solely for failure to obtain licensure or meet licensing standards.

Department must establish criteria and standards for identification, placement, and licensure of fictive kin by June 1, 2015.

Requires Department to place siblings together unless doing so is not in the child's best interest, and to consider placements that preserve and support sibling relationships.

Strengthens requirements for identifying and documenting relative placements, with burden on Department to prove in administrative appeals that denying relative placement serves the child's best interests.
