Amends Section 5 of the Workers' Compensation Act to clarify that service organizations wholly owned by an employer, insurer, or broker are protected from common law liability if they provide safety services, advice, or recommendations.

Changes language from "retained to provide" to "wholly owned and that provides" safety services, narrowing the scope of protected entities to those with complete ownership rather than just contractual relationships.

Maintains existing restrictions preventing employees covered by workers' compensation from suing their employers or certain related parties, except in cases of illegal employment of minors.

Preserves employee rights to pursue third-party claims for damages and establishes employer lien rights and reimbursement procedures when employees recover from liable third parties.

Takes effect upon becoming law.
