Amends the Illinois Nuclear Safety Preparedness Act to update compensation rates for local governments implementing nuclear accident plans and emergency preparedness programs.

Increases annual compensation for local governments from $450,000 through fiscal year 2014 to $1,100,000 for fiscal years 2015-2016, $1,200,000 for fiscal year 2017, and $1,400,000 for fiscal year 2019 and thereafter.

Raises the appropriation cap for Department of Nuclear Safety compensation from $650,000 to $1,700,000 per state fiscal year.

Updates nuclear power reactor fee schedules with annual fees ranging from $1,903,182 through fiscal year 2014 to $1,989,546 for fiscal year 2019 and subsequent years.

Takes effect immediately upon becoming law.
