Requires units of local government and school districts in counties with populations of 100,000 or more to maintain websites posting current calendar year information within 90 days of the effective date, including budgets, ordinances, financial reports, audits, employee compensation, taxes and fees, and debt disclosure reports.

Mandates searchable monthly check registers on government websites containing check number, vendor name, amount, expenditure description, date, purchase order number, and budget code.

Specifies that audit reports must include partial amount notifications, revenue breakdowns by source (local, state, federal), expenditure separation into current operating/capital/debt service, per-resident or per-pupil calculations, and management letters.

Allows residents to file mandamus or injunction actions in circuit court to compel compliance, with courts authorized to impose penalties and award reasonable attorneys' fees and costs.

Restricts home rule units from adopting less restrictive posting requirements and exempts the State from reimbursing local governments for implementation costs; requires all posted records remain on websites in perpetuity.
