Allows municipalities to require household goods recycling bins to display permanent, written labels with the owner's/operator's name, address, and contact information.

Requires labels on all household goods recycling bins to indicate whether the owner/operator is a for-profit or not-for-profit entity (as recognized by the IRS under Section 501(c)(3)).

Defines "household goods recycling bin" as a container for clothes, shoes, books, and other recyclable items held out to the public for discard until items are removed for resale, reuse, recycling, or redistribution.

Classifies violations of bin labeling requirements as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.
