Requires the Department of Transportation to provide access to video surveillance and recording devices along state highways to emergency dispatch operators upon request for emergency response purposes.

Requires the Toll Highway Authority to provide access to video surveillance and recording devices along toll highways to emergency dispatch operators upon request for emergency response purposes.

Defines emergency dispatch operators as those using "direct dispatch methods" as specified in Section 2.03 of the Emergency Telephone System Act.

Applies to both recorded footage and live video feeds from cameras deployed on highway stretches under IDOT and Toll Highway Authority jurisdiction.
