Establishes religious exemption process for applicants 21 years of age or older who object to photograph requirements on licenses across multiple licensing acts, requiring submission of IRS Form 4029 and fingerprints instead.

Applies exemption to Fire Equipment Distributor and Employee Regulation Act (Classes 1, 2I, 2K, and 3 licenses), Pyrotechnic Distributor and Operator Licensing Act, Elevator Safety and Regulation Act, Illinois Plumbing License Law, Collateral Recovery Act, and Private Detective/Security/Locksmith Act of 2004.

Requires all applicants seeking religious photo exemption, regardless of age, to submit fingerprints in form and manner prescribed by respective regulatory agencies in lieu of photographs.

Standardizes the exemption language across multiple state licensing regulations to provide consistent accommodation for individuals with religious objections to being photographed.
