IL SB3303

Prohibits charter school grants in zip codes where a public school closed within 10 school years prior to the effective date, or in contiguous zip codes meeting the same closure criteria.

Requires the General Assembly to appropriate transition impact aid under Section 27A-11.5 for the school district before any charter school can be granted.

Mandates that boards of education in cities with populations exceeding 500,000 must designate attendance boundaries for all charter schools established on or after the effective date of this amendatory act.

Allows charter schools established before the effective date to have attendance boundaries designated for no more than one-third of permitted schools if needed to relieve overcrowding or serve low-income and at-risk students.

Maintains existing caps on charter school numbers: maximum 120 statewide, with no more than 70 in large cities (with at least 5 devoted to low-performing or overcrowded schools) and 45 in the remainder of the state.
