SB3304 - Caregiver Advise, Record, and Enable Act

• Requires hospitals to provide patients or legal guardians an opportunity to designate one or more caregivers within 24 hours of hospital entry and before discharge.

• Hospitals must document caregiver designations (including name, relationship, contact information) in the patient's medical record and request written consent to release medical information to the designated caregiver.

• Hospitals must notify designated caregivers at least 4 hours before patient discharge and consult with caregivers about their capabilities and limitations.

• Hospitals must provide a discharge plan within 24 hours before discharge that includes caregiver contact information, description of after-care needs, and healthcare provider contacts, along with live instruction demonstrations of all after-care tasks.

• Authorizes the Department of Public Health to adopt implementing rules; takes effect immediately upon becoming law.
