Amends the Radiation Protection Act of 1990 to restrict fluoroscopic radiation administration to licensed practitioners under the Medical Practice Act of 1987, Illinois Dental Practice Act, or Podiatric Medical Practice Act of 1987, with specified exceptions.

Permits accredited medical radiographers to operate fluoroscopes for static functions without diagnostic interpretation requirements under licensed practitioner supervision.

Allows accredited medical radiographers and radiation therapists to operate fluoroscopes for radiation therapy simulation under licensed practitioner supervision, and permits accredited radiologist assistants to operate fluoroscopes under supervision of practitioners certified by the American Board of Radiology or American Osteopathic Board of Radiology.

Clarifies that other individuals may position patients or adjust fluoroscopes under physician or podiatrist direction without requiring those individuals to be formally authorized.

Subjects violations to penalties under Section 39 of the Radiation Protection Act of 1990.
