Amends the Higher Education Student Assistance Act by making a technical change to Section 25 concerning the State Scholar program.

Changes "the the" to "the" in subsection (a) to correct a grammatical error in the eligibility criteria for State Scholar designation.

State Scholars must be Illinois residents, citizens or permanent residents of the U.S., have above-median academic standing in high school, and demonstrate superior capacity to benefit from higher education.

Eligible State Scholars receive a one-time grant of $1,000 for tuition and mandatory fees at Illinois institutions of higher learning, unless they received a Merit Recognition Scholarship.

Commission must conduct a study on State Scholars' applications and admissions to State universities in 2008-2009, with findings reported to the General Assembly by January 1, 2010.
