Amends the Code of Civil Procedure and Illinois Domestic Violence Act of 1986 to allow judges to inspect rape crisis organization and domestic violence program records in camera when a victim is deceased, legally disabled, or missing for more than 6 months.

Permits courts to order disclosure of confidential records when necessary for official law enforcement investigations or criminal proceedings regarding the victim's death, disability, or disappearance.

Permits courts to order disclosure of confidential records when necessary for guardianship or custody proceedings involving the victim's minor child or children.

Applies the new disclosure provisions to both rape crisis counselor communications and domestic violence advocate or counselor communications previously protected by confidentiality privilege.
