School boards must adopt a policy prohibiting disciplinary action based on a parent or guardian's refusal to consent to psychotropic or psychostimulant medication for their student.

Removes requirement for biennial in-service training on attention deficit disorder, attention deficit hyperactivity disorder, non-aversive behavioral interventions, and psychotropic medication use.

In-service training on domestic and sexual violence is required only upon employee hiring, license renewal, or job duty changes (rather than every 2 years).

Retains requirements for biennial training on identifying mental illness and suicidal behavior in grades 7-12, anaphylactic reactions management, and educator ethics and conduct standards.

Effective date is July 1, 2014.
