Amends the Raffles Act to create the "Raffles and Poker Runs Act" and defines poker runs as events where participants travel to multiple predetermined locations drawing playing cards or equivalent items to assemble poker hands or numeric scores.

Establishes county-level licensing for poker runs with license fees not exceeding $25, allows adjacent counties to jointly establish licensing systems, and requires poker run licenses to list all predetermined location names and addresses.

Permits poker run locations to operate without individual licenses if listed on the main poker run license and the premises does not charge for use.

Allows licensing authorities to waive the 5-year organizational requirement for affiliated local chapters of national or state organizations applying to conduct poker runs.

Updates Election Code, Charitable Games Act, Liquor Control Act, and Criminal Code to include poker runs alongside raffles as authorized gambling activities when conducted according to the Raffles and Poker Runs Act.
