Requires private business switch service operators to ensure all systems installed after the effective date allow direct 9-1-1 dialing without requiring users to dial additional numbers first

Exempts entities certified by the Illinois Commerce Commission to operate a Private Emergency Answering Point and correctional institutions and facilities from these requirements

Establishes a business offense penalty of $1,000 to $5,000 fine for violations of this requirement

Takes effect July 1, 2015
