Removes requirement that Municipal Clerk Training Institute programs be held on college or university campuses, allowing programs to be held at any location designated by the Municipal Clerk Training Institute Committee.

Reduces ex-officio committee members from 9 representatives from specific state universities to 1 representative designated by any public college or university in Illinois at the request of the Executive Board of the Municipal Clerks of Illinois.

Expands committee membership eligibility to include deputy clerks in addition to municipal clerks for the 5 appointed positions.

Changes basic training course from one week's duration to at least 5 one-day sessions, and changes refresher course to "advanced" course of at least 2 one-day sessions instead of 2 days' duration.

Allows deputy clerks to attend training courses in addition to municipal clerks, expanding the employee eligibility for participation.
