Changes Section 11-5.2 of the Illinois Public Aid Code to require (rather than permit) the Department of Healthcare and Family Services to enter into a contract with a vendor to verify Medicaid eligibility through electronic data matching.

Requires data matching using applicant name, date of birth, address, and Social Security number against multiple databases including income tax records, employment information, Social Security Administration data, immigration status, and veterans' benefits information.

Establishes procedures for handling discrepancies between applicant-provided information and database records, including a 10 business day response period for applicants to provide clarification or documentation.

Mandates denial of assistance for failure to cooperate if applicants do not respond to discrepancy notices, with eligibility only established after resolution of the discrepancy.

Takes effect immediately upon becoming law.
