Department suspends acceptance or approval of new permits for high volume horizontal fracturing operations and disposal of solid or liquid waste from oil and natural gas drilling in 14 specified Illinois counties and areas overlying the Mahomet aquifer, including a one-mile setback from the aquifer's perimeter.

Creates a Mahomet Aquifer Task Force composed of 10 members appointed by state agencies, groundwater associations, and the Mahomet Aquifer Consortium, chaired by the Illinois State Water Survey representative.

Task Force must meet monthly and investigate potential adverse environmental and public health effects of hydraulic fracturing operations on the Mahomet aquifer and Sangamon River watershed, including risks from spills, leaks, blowouts, waste disposal, and water depletion.

Task Force must submit a comprehensive report by January 1, 2016 to the General Assembly, Governor, and relevant state agencies with findings and legislative recommendations to protect the aquifer and watershed from oil and gas industry impacts.

Task Force is disbanded on July 1, 2016 after report submission.
