SB3338 Summary

• Amends Illinois Vehicle Code Section 11-1301.2 to establish procedures for issuing disabled parking decals and devices, with the Secretary of State setting design, size, color, and placement standards through administrative rules.

• Temporary disability decals are valid for no more than 90 days and subject to renewal, with the expiration date clearly marked on the decal or device.

• Creates a new meter-exempt parking decal for persons with disabilities meeting specific physical qualifications, exempting them from parking fees in metered spaces, designated parking areas, and publicly owned parking areas, effective January 1, 2014.

• Meter-exempt decals require physician, physician assistant, or advanced practice nurse certification verifying the applicant's permanent condition and that they meet one of four physical qualification criteria (inability to manipulate coins/tokens, reach 42 inches high, approach meters, or walk more than 20 feet).

• Allows parents or guardians of disabled persons incapable of driving to obtain meter-exempt decals, and establishes a $10 replacement fee for lost, stolen, or destroyed decals with a waiver option for senior citizens and disabled persons who received property tax relief.
