Requires collective bargaining agreements between public/educational employers and their employees to be reduced to writing and published on the employer's website once terms are finalized.

Mandates public employers hold an open public meeting at least 14 days after publishing a collective bargaining agreement to discuss ratification of that agreement.

Requires collective bargaining agreements to be ratified by majority vote of the employer's governing body after the public meeting, before the agreement becomes binding.

Makes exceptions to the Open Meetings Act to allow the required ratification meetings to be held publicly, whereas collective bargaining negotiations themselves may remain closed.

Amends the Freedom of Information Act to require disclosure of final collective bargaining agreements and agreements subject to the new public meeting requirements.
