Creates new mechanic's lien framework for vehicles allowing persons providing labor, services, material, or storage to place liens on vehicles with owner consent, with foreclosure procedures including 30-day notice by certified mail and newspaper publication.

Increases damage threshold for scrap processors to obtain clean titles without "REBUILT" notation from 25% to 33 1/3% of vehicle market value.

Permits commercial vehicle relocators towing vehicles at property owner request to acquire storage liens on properly towed vehicles under the new mechanic's lien provisions.

Authorizes vehicle owners whose vehicles are towed for violations to request administrative hearing within 14 days of notice or forfeit vehicle; requires hearing officers to be attorneys licensed for minimum 3 years.

Amends Labor and Storage Lien Acts to exclude motor vehicles, directing vehicle-related liens to Illinois Vehicle Code provisions instead; modifies Automotive Repair Act to create storage lien if consumer does not authorize repairs or retrieve vehicle within 30 days of estimate.

Effective January 1, 2015.
