SB3374 Summary

• Extends the deadline for eligible employment in subject shortage areas from June 30, 2013 to June 30, 2018, allowing retired teachers to return to teaching without affecting their retirement benefits.

• Retired teachers can engage in eligible employment at qualified schools experiencing teacher shortages without impairing their retirement status or annuity, provided they meet specified conditions including waiting periods based on retirement age and service credit.

• Requires school districts to document compliance with recruitment efforts, including advertising vacancies for at least 90 days in newspapers and college placement offices, and searching through the Illinois Education Job Bank before hiring retired teachers.

• Excludes benefit increases created by Public Acts 95-910 and 98-599 from the definition of "new benefit increase" subject to the 5-year expiration requirement in Section 16-203.

• Adds Section 8.38 to the State Mandates Act exempting the implementation of mandates created by this act from state reimbursement requirements.
