SB3407 Summary

• State Board of Education must collect and maintain information on State mandates for schools, review school district reimbursement applications, hear complaints about mandates, and annually report to the Governor and General Assembly.

• Within 2 years, the Board shall catalog existing State mandates for schools including mandate type, costs, State financial participation, supervising agency, and statutory origin; new mandates must be added annually by January 31.

• Legislative Research Unit shall conduct public hearings to review mandate information and Board recommendations, with Board cooperation required.

• Fiscal notes on bills creating State mandates must include actual implementation cost data and analysis generated by school districts.

• Board obligations to collect and maintain mandate information are not relieved by failure of General Assembly to appropriate adequate reimbursement funds.
