Establishes new Section 2-3.64a-5 creating a state assessment system requiring annual testing of students in grades 3-8 in English language arts and mathematics beginning in 2014-2015 school year, with science assessments added starting 2017-2018.

Requires secondary schools to administer no more than 3 assessments in English language arts and mathematics, with at least one including a college and career readiness determination; students who fail this assessment cannot receive a regular high school diploma unless exempted.

Provides exemptions from state assessments for students with individualized education programs identifying assessments as inappropriate, adult education students, English language learners enrolled less than 12 months, and other identified students.

Establishes an assessment review committee of up to 21 members appointed by the State Superintendent to evaluate state assessments on an ongoing basis and make recommendations to the General Assembly regarding content, design, costs, and results.

Repeals previous assessment provisions (Sections 2-3.64 and 2-3.64a) and updates references throughout the School Code to reference the new assessment system; takes effect July 1, 2014.
