IL SB3413

Amends the Riverboat Gambling Act to add a new subsection (a-5) establishing that a first conviction for driving under the influence under Section 11-501 of the Illinois Vehicle Code is not considered a subsequent conviction under occupational licensing disqualification rules if it occurred more than 10 years before the license application.

Allows applicants for video gaming licenses at licensed establishments, truck stops, fraternal establishments, and veterans establishments to qualify for occupational licenses despite a prior DUI conviction if more than 10 years have passed and no subsequent convictions exist.

Maintains existing occupational license eligibility requirements including minimum age (21 for gaming functions, 18 for non-gaming), no felony convictions, demonstrated skill, and Board-adopted standards.

Preserves Board discretion to issue licenses to applicants with crimes involving dishonesty or moral turpitude more than 10 years prior if no subsequent convictions occurred.
