Deletes provisions requiring investigatory hearings by the Department of Labor for establishing new prevailing wage classifications.

Requires creation of any new prevailing wage classification to be promulgated by administrative rule by the Department of Labor in accordance with the Illinois Administrative Procedure Act.

Applies new requirements to prevailing wage classifications not yet established as of January 1, 2013.

Clarifies written notice requirements for prevailing wage rates to contractors, subcontractors, and workers on public works projects.

Establishes procedures for Department of Labor to assign liability for penalties and fines when proper written notice of prevailing wage requirements is not provided.
