Allows the Illinois Power Agency to procure renewable energy resources independently or in conjunction with utility procurement events required under Section 1-75 of the Act.

Requires the Agency to implement a market-based benchmark for renewable energy credit prices subject to Illinois Commerce Commission approval.

Permits the Agency to recover all planning and procurement costs associated with renewable energy resource procurement.

Takes effect immediately upon becoming law.
