Amends arbitration procedures for security employees, peace officers, and fire fighters by replacing arbitration panels with single arbitrators to resolve collective bargaining disputes.

Eliminates the requirement that employers and employee representatives each appoint delegates to an arbitration panel within 10 days.

Changes hearing location determination to be agreed upon by parties or held at Board offices, and removes provision requiring arbitration delegates who are public employees to remain on payroll without loss of pay.

Extends hearing timeframes from 15 to 60 days for initial hearing and from 30 to 60 days for conclusion of proceedings.

Increases remand period for further collective bargaining from 2 weeks to 4 weeks, and establishes 30-day deadline for arbitrator to issue decision after hearing conclusion.
