SB3424 Summary: Oil & Gas Wells on Public Lands Act

• Prohibits issuance of new permits for oil and gas extraction on all State and federal public lands in Illinois, effective upon passage of the 98th General Assembly.

• Bans surface extraction activities and directional drilling techniques on lands owned by the Department of Natural Resources or the federal government.

• Restricts permits on State and federal lands containing threatened or endangered species habitat, nature preserves, wild and scenic rivers, State parks, recreation areas, national forests, and other protected areas.

• Grandfathers existing permits issued before the effective date, allowing current permittees to continue operations and surrender permits with limited liability.

• Repeals provisions authorizing the Department to grant exploration permits, issue leases, and conduct public auctions for new oil and gas extraction rights on public lands.
