IL SB3426

Establishes that the State Board of Elections' alternative signature verification method for constitutional amendment petitions shall be presumed to establish valid signature counts as prima facie valid and accurate.

Makes certificates from county clerks and boards of election commissioners showing random sample results for statewide ballot question petitions prima facie valid and presumed to establish the ratio of valid to invalid signatures.

Allows either party at State Electoral Board hearings to introduce evidence to dispute the random sample findings or present different results from an additional sample.

Requires that absent competent evidence substantially challenging random sample results, county clerk certificates shall be presumed to establish the valid-to-invalid signature ratio within each election jurisdiction.

Takes effect immediately upon becoming law.
