Prohibits the sale at wholesale or retail of coal tar sealant products beginning January 1, 2015.

Prohibits the application of coal tar sealant products on any surface in Illinois including driveways, parking areas, playgrounds, sidewalks, bike trails, and roadways beginning July 1, 2016.

Defines coal tar sealant product as surface-applied sealing products containing coal tar, coal tar pitch, coal tar pitch volatiles, or specific Chemical Abstracts Service numbers (65996-93-2, 65996-89-6, or 8007-45-2).

Allows cities and counties to adopt ordinances enforcing these prohibitions with jurisdiction concurrent with the Agency.

Establishes penalties enforceable by administrative citation not to exceed $1,000 for first offense and $5,000 for subsequent offenses.
