SB3433 - Boater Safety Courses Summary

• Beginning January 1, 2016, persons born on or after January 1, 1998 must possess a valid Boating Safety Certificate to operate a motorboat with over 10 horsepower.

• Persons ages 10-11 may operate motorboats with over 10 horsepower only under direct on-board supervision of a parent/guardian or designated adult (18+) who meets boating safety certificate requirements.

• Persons ages 12-17 may operate motorboats with over 10 horsepower either by obtaining their own Boating Safety Certificate or under direct on-board supervision of a qualified adult.

• Licensed boat liveries must offer abbreviated safety instruction to all renters unless they hold a valid Boating Safety Certificate or qualify for exemptions, allowing operation for up to one year from instruction date.

• Department of Natural Resources shall establish boating safety instruction programs (minimum 8 hours) available online and through partnerships with schools and organizations, with certificates issued to persons age 10 and older upon completion; exemptions apply to Coast Guard license holders, government employees, temporary visitors, and commercial fishermen.
