Exempts self-directed customers from energy efficiency and demand-response requirements under the Public Utilities Act, defined as customers with peak demand exceeding 10,000 kilowatts or annual usage of 500 million kilowatt hours or more.

Requires self-directed customers to establish and maintain an energy efficiency reserve account funded at 2% of their electricity costs to pay for energy efficiency measures of their choosing, including combined heat and power systems.

Sets application deadline of February 1, 2015 for existing customers to apply for self-directed status with the Department, with annual reporting requirements beginning October 1, 2016.

Provides special provisions for customers using electric arc furnaces, allowing reduced reserve account funding based on non-furnace electricity usage.

Terminates all self-directed customer exemptions on January 1, 2021, after which all customers must comply with standard energy efficiency and demand-response measures.
