Amends the Public Utilities Act to modify annual reporting requirements for the Illinois Commerce Commission's Office of Retail Market Development on competitive retail natural gas markets.

Changes report deadline from July 1 of odd years to October 1 of each year, beginning in 2015.

Expands Office responsibilities to monitor competitive conditions, identify barriers to retail competition for all customer classes, and propose solutions while ensuring safe, reliable, and affordable natural gas service.

Report must include analysis of retail natural gas market status, discussion of identified barriers and proposed solutions, and any other information the Office considers significant for assessing market development.

Takes effect upon becoming law.
