Amends the Illinois Rural/Downstate Health Act to modify the Rural/Downstate Health Access Fund, a special fund in the State treasury receiving fees, gifts, grants, and donations for the Center for Rural Health.

Distributes Fund moneys as follows: 60.2% to the Department of Public Health, 26.3% to Southern Illinois University Board of Trustees, and 13.5% to University of Illinois Board of Trustees for rural health and medically underserved programs.

Allows the Center for Rural Health to collect J-1 Visa Waiver Program application fees from international medical graduates, with such fees dedicated solely to administering the J-1 Visa Waiver Program and exempt from the standard distribution formula.

Designates the Center for Rural Health to administer the Fund and requires the Department of Public Health to adopt implementing rules.
