Authorizes the Board of Higher Education to participate in a state authorization reciprocity agreement for distance learning programs offered by higher education institutions across state lines.

Designates the Board as the lead agency for coordinating interstate reciprocity and establishes Illinois as either a "home state" (regulating participating institutions) or "reciprocal state" (allowing out-of-state institutions to offer distance learning without additional approval).

Exempts participating institutions in good standing from obtaining additional state approvals for distance learning, though institutions with physical presence or principal accreditation in Illinois remain subject to state regulation.

Creates the Distance Learning Fund to collect fees set by the Board and use revenues exclusively for administration and enforcement of the reciprocity program.

Requires the Board to establish minimum standards for student refund policies and ensures students receive equal remedies and services regardless of residency state.
