SB3443 Summary

• Amends the Illinois Governmental Ethics Act to establish 60-day limits for appointees with expired terms and require filing of temporary and acting appointments with the Secretary of State and Senate.

• Transfers the Illinois Commission on Volunteerism and Community Service from the Department of Human Services to the Department of Public Health and expands its duties to include disaster preparedness coordination and social innovation initiatives.

• Creates the Illinois Service Education Award Grant program allowing national service participants to receive matching grants for educational expenses or student loan repayment.

• Reorganizes legislative support agency boards to have 12-member bodies with bipartisan representation and co-chairs, except for the Office of the Architect of the Capitol which has four ex officio co-chairs.

• Eliminates the Agrichemical Facility Response Action Program Board and Industrial Hygienists Licensure Board; consolidates various environmental permit fees into the Environmental Protection Permit and Inspection Fund; and dissolves the Emergency Response Reimbursement Fund, transferring assets to the Fire Prevention Fund.
