Amends the Firearm Concealed Carry Act to expand state preemption over handgun accessories, components, attachments, and parts in addition to handguns and ammunition.

Declares that regulation, licensing, possession, registration, and transportation of handgun accessories, components, attachments, or parts by licensees are exclusive state powers and functions.

Invalidates any local ordinances or regulations enacted on or before the effective date that impose restrictions on these items for concealed carry licensees in a manner inconsistent with state law.

Explicitly denies and limits home rule powers of local governments under the Illinois Constitution regarding firearm accessory regulation for licensees.

Takes effect immediately upon becoming law.
