Amends the Illinois Public Aid Code Section 5-30 to make a technical correction removing duplicate language ("the") in the care coordination provision.

Requires the Department to enroll at least 50% of eligible medical assistance recipients in care coordination programs by January 1, 2015, across all enrollment categories including children, parents, seniors, and people with disabilities.

Establishes Accountable Care Entities (ACEs) to serve Medicaid-eligible children and parents, with minimum enrollment requirements of 40,000 individuals in Cook County, 20,000 in Lake/Kane/DuPage/Will Counties, and 10,000 in other regions.

Creates a phased payment structure for ACEs: care coordination fees for the first 18 months, pre-paid capitation for months 19-36, and conversion to Managed Care Community Networks or Health Maintenance Organizations in year four with full-risk capitation.

Requires MCO contracts to maintain an 85% minimum medical loss ratio, pay claims within 30 days of complete billing, and impose penalties equal to those under Illinois Insurance Code for late payment.
