Establishes the Joint Committee on Obsolete Laws and Programs consisting of 12 General Assembly members appointed by the 4 legislative leaders (3 Senators each from President and Minority Leader; 3 Representatives each from Speaker and Minority Leader)

Committee co-chairs designated by the President of the Senate and Speaker of the House shall meet as frequently as necessary; members receive no compensation but are reimbursed for reasonable expenses

Committee must prepare and file a report by March 20, 2015 identifying state statutes and programs that are obsolete, unnecessary due to technology or lifestyle changes, or duplicative of other state or federal statutes or programs

Report must include explanations of why identified statutes or programs are obsolete or unnecessary and provide a timetable for their repeal; report filed with legislative officers and Governor's office for distribution to affected agencies

Act automatically repeals on April 1, 2015; becomes effective immediately upon passage
