Each State agency must report to the Comptroller by the 30th day of each month any delinquent obligations over 30 days old, with the Comptroller determining the format and submission requirements by rule.

The Comptroller must report the aggregate number of delinquent obligations from all State agencies to the General Assembly by the 15th day of the following month.

"State agencies" are defined as 38 specified departments and authorities, including Corrections, Human Services, Transportation, Revenue, Public Health, and Healthcare and Family Services, among others.

The bill takes effect immediately upon becoming law.
