Amends Section 411 of the Illinois Controlled Substances Act to specify factors courts may consider when determining sentences for drug convictions.

Identifies offenses involving highly toxic Schedule I or II substances, unusually large quantities, and delivery by non-users to users as warranting severe penalties.

Includes manufacture or delivery to persons 3+ years younger, delivery by athletic trainers or coaches, and possession/delivery/manufacture in presence of children under 17 as aggravating factors.

Adds transportation of controlled substances between counties within Illinois or from another state into Illinois as a sentencing consideration factor.

Takes effect upon becoming law with no limitation on court discretion to impose any authorized sentence.
