Amends the School Safety Drill Act to require school boards to ensure emergency and crisis response plans are maintained in electronic format when updating them.

Requires each public school district to conduct a minimum of one annual meeting to review and update each building's emergency and crisis response plans, protocols, and procedures.

Mandates school boards to invite school principals, first responders (fire, law enforcement, emergency medical services), and other relevant parties to the annual review with at least 30 days' notice.

Requires the school board to complete a one-page certification report summarizing recommended changes, listing participating parties, and confirming implementation of the plans during the academic year.

Mandates distribution of the certification report to all participating parties and the regional superintendent of schools, with provisions for written comments from participants.
