IL SB3510

Amends the Local Government Professional Services Selection Act (50 ILCS 510/5) to permit political subdivisions to consider verbal or written cost estimates when evaluating professional service firms for projects.

Removes the prior prohibition against seeking formal or informal submission of cost estimates, proposals in dollars, hours, or percentage of construction costs before selecting a firm for negotiation.

Allows cost estimates to be considered as part of the qualifications-based evaluation process alongside other factors like firm experience, personnel qualifications, and ability to meet project requirements.

Takes effect immediately upon becoming law.
