Amends the Illinois Municipal Code to require that applicable preference credits for firefighter candidates be applied at the time of the written examination and before posting the initial eligibility list or register.

Changes the timing of preference credit application from after the initial eligibility list posting to before it, ensuring candidates' preference points are factored into their written exam scores when determining qualification for the eligibility register.

Specifies that preference credits (veteran, fire cadet, educational, paramedic, experience, residency, and additional preferences) must be added to written examination scores before the preliminary and initial eligibility lists are established.

Maintains existing preference categories and point structures (ranging from 0-5 points per category, with total preference points between 10-30) while clarifying that veteran preference still protects veterans from being passed over by experience preference points.
