• Establishes the Illinois Young Adult Recreation Corps to provide employment grants to local sponsors for paying wages to unemployed young adults (ages 18-25) in conservation and recreational programs.

• Young Adult Recreation Corps employees cannot perform work in State parks and programs must maximize community involvement through user fees designed to be affordable.

• Requires a minimum 10-to-1 ratio of young adult employee enrollees to managing supervisors for programs with 10 or more enrollees; programs with fewer than 10 enrollees limited to one managing supervisor.

• Enrollment limited to 12 months, with wages set by the Department of Natural Resources; managing supervisors receive higher wages than other enrollees.

• Extends existing Illinois Veteran and Youth Recreation Corps programs and amends the Illinois Veteran Recreation Corps to allow enrollment periods up to 12 months instead of the previous 6-month limit.
