IL SB3522

Amends the Alcoholism and Other Drug Abuse and Dependency Act to allow individuals charged with or convicted of crimes to elect treatment at designated programs, with specified exceptions including crimes of violence, controlled substance violations, and certain methamphetamine offenses.

Permits individuals charged with or convicted of methamphetamine offenses under Section 60(b)(1) or 60(b)(2) to elect treatment as a condition of probation if otherwise eligible.

Creates a new Section 5-6-3.5 in the Unified Code of Corrections establishing funding for the Offender Initiative Program and Second Chance Probation through the Department of Human Services.

Authorizes Department of Human Services to contract with counties and qualified programs to reimburse them for psychiatric treatment, rehabilitation, and educational services including high school diploma preparation and vocational training for eligible defendants.

Requires the Department of Human Services to retain 5% of appropriated moneys for administrative costs and submit annual reports to the General Assembly beginning January 1, 2016 on program impacts and effectiveness.
