Establishes a Big Ten Feasibility Study Commission within the Board of Higher Education to examine the feasibility of adding another Illinois public university to the Big Ten Conference while remaining revenue neutral to the state

Commission composition includes 4 legislative members (one each appointed by Senate President, Senate Minority Leader, House Speaker, and House Minority Leader), the Board's Executive Director or designee, and three appointed resident members (a parent of a Big Ten student, a student attending a Big Ten university, and a parent of a non-University of Illinois public university student)

Commission must hold its initial meeting within 90 days of the law's effective date, conduct public hearings, invite witnesses, and gather testimony on feasibility and recommendations

Commission must file a report to the General Assembly and Board by January 1, 2015, and is dissolved upon filing the report
