Requires all smartphones manufactured after the bill's effective date and sold at retail in Illinois to be equipped with a "kill switch" that renders the device completely inoperable if lost or stolen.

Kill switch functionality must permanently remove saved data, disable the phone on any wireless network globally, prevent reactivation without password authorization, work even if the phone is powered off or SIM card removed, and be reversible if the owner recovers the device.

Prohibits wireless service providers and equipment manufacturers from charging any additional fees, surcharges, or other charges to consumers for the kill switch capability.

Requires wireless service providers to provide free theft insurance for any smartphone sold or provided in violation of this Act, with coverage details to be determined by the Illinois Commerce Commission.
