Amends the Elmwood Park Grade Separation Authority Act to replace references to Canadian Pacific Railway with the Northeast Illinois Regional Commuter Railroad Corporation as the primary railroad entity involved in the grade separation project.

Reduces the Authority's governing board from 9 members to 7 members, consisting of 5 voting members and 2 non-voting members, with adjusted composition requirements for railroad and transportation department representatives.

Authorizes the Illinois Commerce Commission to use funds from the Grade Crossing Protection Fund to reimburse the Authority up to $12,000,000 for construction of a grade separation at the Grand Avenue highway-rail crossing.

Requires the Authority to conduct a preliminary engineering study and funding plan for the Grand Avenue grade separation project, with the ICC to consider it in its earliest 5-year programming cycle for the Crossing Safety Improvement Program.

Clarifies that the Northeast Illinois Regional Commuter Railroad Corporation shall pay for railway upgrades and signaling improvements required by the grade separation project.
